McRaven, the special operations commander who led last year's Navy SEAL raid against Osama bin Laden, seeks a White House go-ahead to engage his men in circumvention of the Pentagon's standard procedure.
Presently, to dispatch US troops overseas requires an official request from the head of the regional US military command. The request goes to the Joint Chiefs of Staff and, upon thorough consideration, is submitted for signature by the Secretary of Defense.
